Council finding (P1 action item): the workspace restructure introduced notstrap, nothooks, and notsecrets but there are no integration tests validating the layered architecture end-to-end.

What to add:

  • Integration test that exercises: notstrap orchestrator → nothooks phases → notsecrets age key retrieval
  • At minimum, compile-level cross-crate flow validation in CI

Why: High regression risk — new orchestration layer has no executable proof of correctness.
